The Recommendation
Recommendation 4.1.4 Create documents primarily in the valid formal grammars.
Any document intended to be made available on a web site under ownership of an agency, and under editorial control of the agency, is principally created in the formal grammars, as defined in standard 3.1.
Guide to this recommendation
Create documents that are intended to be made available via a number of mediums (e.g. printed, CD, via a web site), primarily using the formal grammars defined in standard 3.1 if one of the intended available mediums is a web site. Other formats for the document can then subsequently be created and/or converted from the primary as required.
Rationale for this recommendation
To assist agencies with compliance to the web standards and recommendations, non-compliance issues, particularly with large documents, will be negated if the documents are created primarily in the valid formal grammars, as defined in these standards and recommendations.
